  Since we start elogind, then elogind-userdbd, when stopping them kill
  elogind-userdbd first, then kill elogind.
  Use a new userdbd_running() function to test if elogind-userdbd is already
  running before starting it, rather than look at a socket that might be stale.
  Fix a cosmetic issue with a 'fi'.
