  The defaults file contained CGROUP_VERSION=2, commented out. I'd noticed
  this, but also saw that the version is assumed to be 1 if there's no
  uncommented CGROUP_VERSION, so I left it that way. But it could confuse
  people about what the default CGROUP_VERSION is, so let's change it to 1
  and uncomment it so that it's more obvious.
